Yes. Any garage conversion into habitable space — a JADU, ADU, office or in-law suite — requires a building permit, and in almost every South Bay city that includes Title 24 energy compliance documentation, proper egress windows, and code-compliant ceiling height. Converting without permits can create major problems when you sell the home or if it's ever inspected.

Sometimes, with restrictions — HOA rules and state ADU/JADU law don't always agree, and some HOAs require replacement parking or architectural review even when the state pre-empts an outright ban. We'll help you figure out what applies to your specific property before we draw plans.
